On the Elliptic Curve Power Generator

Abstract
For a given elliptic curve E we obtain an upper bound on a char- acter sum formed by linear combination of f (kQ) where Q runs on the curve and f arbitrary rational function. We apply the result to study the elliptic curve analogue of the power generator.
