Abstract

With the urbanization process and population development, rural sewage treatment is a serious problem, which brings harm to the environment and human health, and the emergence of rural sewage treatment PPP project brings opportunities. This paper takes the PPP project as the research topic, and it corresponds to the proposed theory of its full project life cycle. Integrating data mining technology and based on the DEA model, it establishes an input-output index system to evaluate the relationship between incremental cost and incremental benefit. Taking Anhui Province of China as the main research area, quantitative analysis of regional rural wastewater management is being carried out. The average values of economic, environmental and social benefits in Anhui Province were 1.07, 0.99 and 0.99, respectively, in which the Huainan area, which adopts the PPP program, is one of the areas in which all the benefit indexes have increased, while the Xuancheng area, which does not adopt the PPP program, is exactly the opposite. The total cost of rural wastewater treatment in Huainan and Xuancheng is 78.75 million yuan and 52.58 million yuan, accounting for 73.36% and 55.29% of the total operating cost, respectively. In terms of revenue, Xuancheng Rural Wastewater Treatment sales gross profit was 5.28 million yuan with a gross profit margin of 6.53%. However, Xuancheng sales gross profit reached 12.27 million yuan with a gross profit margin of 18.63%.
