Chinese-foreign cooperative education is an attempt to introduce internationalized education methods to improve the level of local students. Aiming at the problems of insufficient teachers and inadequate combination of Chinese and foreign courses faced by Guangxi universities in the process of cooperative education, this paper constructs a multi-objective optimization model from the aspects of “efficiency of utilization of foreign educational resources” and “efficiency of management of foreign educational resources”, and solves the objective function by using PSO algorithm with the characteristics of fast optimization search and stability. Based on the characteristics of the PSO algorithm’s fast optimization and stability, it is used to solve the objective function. After the optimization of the intelligent management model, the accuracy of the management of foreign educational resources in the selected universities is improved in all disciplines, and the most obvious discipline is improved by 6.2%. The PSO algorithm outperforms the traditional ACO algorithm as tested by the post office problem. Teachers and students generally conveyed positive feedback on the effectiveness of the management, and the results of the regression analysis verified the significant impact of intelligent management on the utilization of external educational resources.
